Costs are not what is important here so try to find someone who knows exactly what is happening in the way of new equipment with special effects built in.

Take, for example, a photographer who specializes in videos. Many programs on computer set ups will be able to manipulate the film to some extent and add some kinds of special effects when they go back to their studios. It can even lighten or darken shots that were not fully exposed so that faces or silhouettes will stand out more.
